The Demise of the 28-Point Peace Initiative for Ukraine: Why Peace Negotiations Continue to Stumble

Europe experienced widespread relief on Monday, as the tension sparked by the announcement of a new 28-article proposal for resolving the conflict appeared – momentarily – to have been defused. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: an extensive attack of rocket attacks on Kyiv.

The Rhythm of Peace Talks and Military Action

The succession of contrasting events captured the grim essence of the current period. By day, diplomatic battles are waged: positive announcements are released from multiple capitals. Considerable effort is devoted on managing particular approaches. By night, Russian leadership brutally reminds the world that, for them, military action persists as the key method for achieving "resolution".

Nighttime Reality

As the offensive progressed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was laid bare. Ukraine is able to track missile launches from enemy soil, a capacity enabled by current data. From witness perspectives, Ukrainian air force fighter jets that had been dispatched to intercept incoming aerial threats roared overhead – modern combat jets delivered to Ukraine by NATO members.

Soon thereafter, Kyiv's missile defense thundered: defensive missiles targeted at a hostile projectile. This was a advanced protection mechanism at work, presumably provided by Western nations. Every deployment creates sudden vibrations, shaking the windows. The instant of fear quickly gives way to resigned acknowledgment: maybe the hostile projectile won't strike its target this time, sparing the city from devastation and further power outages.

Persistent Threats

Not long after, a heavy machine gun opened up on a aerial vehicle somewhere nearby, part of a mobile-fire group – probably allied-provided weaponry. Regrettably, the shots failed to hit the hostile drone – it pressed on overhead toward its destination.

Intermittently, this continued until dawn. Kyiv greeted the daybreak reports: several casualties, damage and heating outages in many homes as a result of the evening attack. As customarily, everyone still continued their routines – enduring hostilities. But those 24 hours demonstrated Ukraine's critical military reliance on external assistance – a dependence that European nations are evidently unprepared to replace in the short term.

Unsuccessful Negotiations

The 28-point plan from US administration sparked intense emotion, debate and profound anxiety – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have seen this script before, after prior negotiation attempts and international summits.

Every new initiative from Washington unfolds according to the consistent cycle: a political offensive against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They stabilise the situation but never actually secure success. This pattern will, no doubt, persist.

Tactical Assessments

It is tempting to accuse specific actors of repeatedly advocating Kremlin's demands. But that does not seem to be the entire situation. American leadership functions according to a assumption understood by international relations experts: you cannot achieve through diplomacy what you have lost on the battlefield. The American government believes that it is unrealistic to compel Moscow to relinquish the areas that it presently holds in Ukraine's occupied territories.

The problem is that while recognising this factual reality, American administration does minimal to discourage Russia, through words or deeds, from believing that the current condition will not shift further in its advantage in the months ahead.

Opposing Positions

Therefore, Moscow is convinced that time is on his side – that Ukraine and its supporters are nearing depletion. Their incentive to accept conditions that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to stop fighting, but they will carry on as long as Russia's government remains highly assured in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still persist, slowly losing lives and land but averting a total frontline collapse until circumstances change in its favour.

Present Conditions

Realistically, there are no genuine requirements for a truce. Now, subjective factors are becoming relevant: political desires to mediate resolution and secure international recognition, and Kyiv's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any proposal Kyiv finds unworkable, so that their priority does not switch to homefront challenges. And although their mission will now be considerably more difficult after latest incidents, it remains highly unlikely that this will alter their fundamental strategy.

These conflicting dynamics are guiding negotiations.

Assessment and Future

It took a mere seven days to terminate the 28 points of the most recent proposal. Assertive and inconsistent approach of the matter by Washington, resistance by Ukraine and the rest of Europe, along with pacifying measures of negotiators, and finally, recent disclosures, all served their function.

While new plans based on previous concepts are imminent, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are rooted in Kremlin requirements and show specific hesitation to modify developments, if they remain united and improve their protective measures at a much faster pace. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the coming months, primarily depend on continued Western support.
